This position is located at United States Department of the Treasury; Bureau of the Fiscal Service (BFS), Disbursing and Debt Management (DDM), Payment Integrity Center of Excellence (PICOE), Payment Integrity Division, reviewing, assessing, identifying, and referring potentially fraudulent payments to investigative partners for further action.

DutiesAs an Investigative Analyst, you will:
- Serve as primary expert liaison with the Department of the Treasury Office of the Inspector General (OIG), Office of the Chief Counsel, and with other Federal, State, and local law enforcement offices.
Also serve as expert liaison to other Federal Program Agencies regarding potentially fraudulent payment matters.
- Participate in investigation of financial crimes which may involve trust fund, payroll, disability compensation, and health benefits fraud.
- Perform data analysis regarding check claims, altered and counterfeit U.
S.
Treasury checks, mobile banking fraud, and ACH transactions.
Track, identify, and document patterns and fraud trends for referral to respective enforcement agencies.
- Compile information from data available through internal and external sources and the various BFS systems to report on either anomaly, trends or the financial position of disbursements or other Federal Program Agencies.
Using various databases, employee looks for anomalies in the data which may indicate areas for exploration, with a particular emphasis on uncovering fraudulent activities.
The incumbent applies application analysis and data modeling design to collect data.
The data may be collected in a data warehouse.
Employee may be required to provide query and reporting analysis tools to access the data archived.
The incumbent may work with other specialists to merge data from other sources.
He she must know how to extract data from various warehouses and present them in a user-friendly way for others to view.
- Serve as communications link between post payment operations, investigative entities and Federal Program Agencies.
Understand unique indicators of potential fraud and translate into actionable case for referral to investigative entities.
Requirements Conditions of Employment A one year probationary period may be required.
Must successfully complete a background investigation.
Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
Public Trust - Background Investigation will be required.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience includes:
- Supporting investigative procedures and techniques in order to analyze research and/or evaluate information; AND- Performing investigative analysis based on information received from multiple sources; AND- Reviewing and evaluating data, material, documents and databases to develop investigative leads; AND- Supporting development, writing, and editing investigative reports and related correspondence; AND- Coordinating forums, webinars and/or discussions to promote products, services and initiatives in support of investigative entities.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
