This position is located in a small intelligence unit. The primary purpose of this position is to provide leadership and overall management of the facility and unit assigned; to manage and direct the planning, organizing and supervising all unit-based, near-real-time intelligence gathering, analysis, interpretation, and dissemination involving raw intelligence data derived from Intelligence Operations directed by DOD, National Security Agency (NSA), Air Intelligence Agency (AIA), United States Air Force, Theater Combatant Commanders, Major Commands, and Air National Guard (ANG) regulations. Work performed includes supervision of missions in support of intelligence information derived from various intelligence reconnaissance surveillance (ISR) platforms.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR THIS ALABAMA AIR NATIONAL GUARD POSITION:
AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All Drill Status/M-Day members of the Alabama Air National Guard.
AREA 3: All U.S. citizens eligible for membership in the Alabama Air National Guard.
(1) Plans, organizes, and oversees the activities of the intelligence unit. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
(2) Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
(3) Exercises responsibility for oversight of various unit activities and operations, including any or all of the intelligence unit functional areas of training, standardization and evaluation, development of tactics, techniques, and procedures (TTP), simulation exercises, scheduling, plans, intelligence collection and production, analysis and reporting, mission management, and mission computer systems. Is accountable for all facets of unit missions.
(4) Develops long-range training, intelligence, and deployment plans for the unit to meet training goals, higher headquarters inspection schedules, and overseas deployment requirements. Coordinates required planning and resources with other units such as theater combatant commanders, NSA, AIA, and NGB to support and implement the training and deployment plan.
(5) Serves as the key advisor to the Wing Commander on all unit matters, including intelligence collection and dissemination processes, support requirements, and technical assets of associated intelligence-data gathering systems. Oversees the coordination of unit intelligence operations with other intelligence units and outside agencies, such as NSA, AIA, DIA, and major commands.
(6) Responsible for all fiscal operations of the unit. Oversees the development of the unit budget and allocation of resources. Manages funds to ensure proper utilization and mission accomplishment. Due to the dynamic nature of the technologies used in near-real-time intelligence operations, incumbent must balance multiple factors to ensure that equipment is compatible with current airborne intelligence gathering and communications systems.
(7) Maintains mission readiness and ensures unit compliance with directives as validated through the Inspector General, MAJCOMs and other reviewing agencies. Ensures personnel are trained and exercised in required wartime skills and that required records and documentation of programs are maintained.
(8) Oversees all unit training of assigned/attached personnel. Reviews and recommends establishment of formal courses of instruction, training aids, training programs, training standards, directives and memoranda pertaining to training of the unit and its assigned and attached elements.
(9) Exercises overall management of the unit's information technology program. Due to the nature of the intelligence mission, the information technology resources are subject to a higher level of security than would be found in the other units on the base.
(10)Exercises overall management of the special compartmented information (SCI) program including ensuring proper protection, use and dissemination of SCI documentation and materials. Ensures the integrity of the control system and facility.
(11) Oversees the monitoring of the implementation of the unit safety program for all intelligence operations and related activities. Continually evaluates program results to reduce or eliminate accidents and incidents.
(12) Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience , education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position.
