Health Systems Specialist (Strategic Planner)

The Strategic Planner is responsible for all aspects associated with the strategic planning process included long range space planning; workload analysis and projection; business case analysis; collaboration with Engineering Service on coordination of construction applications, VA-DOD operations and planning; and VERA analysis for new programs/services or the expansion of the medical center programs/services. Duties include but are not limited to:
Evaluate, process, or make recommendations for effective organizational changes based on current and future (workload) projects. Perform analysis on the current and future needs of the medical center, identifies gaps and programs. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of medical center programs or operations in meeting established Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), or VA Medical Center (VAMC) goals and objectives. Plan and/or accomplish special projects. Serve as expert on special projects, advising senior management on major programmatic issues. Lead, conduct or participate in complex management studies and reviews particularly those with wide or significant impact upon the organization's structure, policy, processes, operations, fiscal control and infrastructure. Gather and maintain complex data used to evaluate, develop, and implement the required systems and resource planning elements (space, construction, FTEE-full time equivalent employee, etc.) to meet VHA, VISN, and VAMC mission goals and objectives. Evaluate medical center-wide programs against short- and long-range objectives, identifies gaps, develops action plans, and makes recommendations for improvement. Identify and collect necessary data including legislature and program data. Research and/or analyze problems, issues, or program requirements. Provides expert analysis and advice on complex programs and issues. Work Schedule:

In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree. Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (transcript required). OR, Specialized
Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND, In addition to the above IOR, you must possess one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression to include, but not limited to:
Understanding of aspects to the Medical Center operations and the Department of Veterans Affairs system as a whole; Analyzes data and all correspondence regarding clinical, administrative, and facility specific performance measures to develop plans and actions to address current and future initiatives; Analyzes interrelated issues of effectiveness, efficiency, and projectivity of substantive mission-oriented programs; Knowledgeable of concepts, principles and practices of healthcare delivery; Use of qualitative and quantitative methods for assessment and improvement of program effectiveness; Skill to plan, organize, and direct team study work; Knowledge of administrative laws, policies, regulations, and precedents applicable to clinical operations; Skill in conducting detailed analyses of complex functions and work process; Negotiating with management to accept and implement recommendations.
